Each strategy runs when its candle closes on the WebSocket (or when the clock passes the bar's end). A strategy only produces signals; whether a signal becomes an order is decided by the trading switch, these toggles, and the broker.
Add a strategy: drop a file into tradebuddy/strategies/ and restart.
